The Secondary Education Commission which also worked on it has made a thorough study of the language problem and the medium of instruction at secondary level of education in the country (India). The following recommendations have been made by the commission:

  • The medium of instruction at secondary level should be either the mother tongue or the regional language.
  • Although the mother tongue or the regional language should be the medium of instruction, every child should be introduced to at least two new, wide spread languages, say, English and Hindi or English and Urdu, at Middle School level, i.e. from class VI to class VIII.
  • Instead of three language, which students are required to learn at Middle School level, only two languages should be compulsorily taught to the students at secondary and Higher Secondary levels, one of which should necessarily be the mother tongue or the regional language. The other language to be taught at these levels should be chosen from:

Hindi for non-Hindi speakers,

Elementary English for those who had not studied it earlier,

Advanced English for those who had already studies English,

A modern Indian language (other than Hindi), say, Urdu.

A modern foreign language (other than English), say, French, German, Italian, etc. And

A classical language, say, Persian, Arabic, Sanskrit etc.

  • Hindi should be compulsory in schools.
