The second resolution on educational policy identified system weaknesses and proposed several effective solutions to enhance primary education. The Resolution proposed that instructors be chosen from the class of the boys they will teach, that they have passed the middle vernacular exams, and that they have completed a year of training. It recommended that teachers take periodic repetition and enhancement courses. The resolution highlighted that no instructor should be permitted to teach without a certificate, and that there should be a regular interchange of ideas among training college staff members, as well as visits to other institutions.
