It means that an educational administrator should possess enough educational and academic background to carry out the activities in an organisation. He/she should be an enthusiastic learner, who is ready to grasp knowledge whenever he/she gets the opportunity and avoid being hesitant. He/she should be always up to date so as to bring out any alterations if needed.
