The report observed that “what obtains in the majority of our Teaching Colleges and Training Institutes is  inadequate” and thus, “If teacher education is to be made relevant to the roles and responsibilities of the New Teacher, the minimum length of training for a secondary teacher should be five years following the completion of Class XII.”
